Postal Use and Stamp Office used?

Can someone enlighten me about the stamp on the left? Is it a postal used cancellation?

Gosh, time has flied so much since this set of stamp was issued more than a century ago...

Maybe someone out there can enlighten me about this set of stamps, which i haven't got the slightest clue or thing about it other than the information in Steven Tan's catalogue
