Can someone enlighten me about the stamp on the left? Is it a postal used cancellation?

Gosh, time has flied so much since this set of stamp was issued more than a century ago...

Maybe someone out there can enlighten me about this set of stamps, which i haven't got the slightest clue or thing about it other than the information in Steven Tan's catalogue

最近重新往老本行，邮票收藏再次下手了。
本来都是收藏邮票的。这次决定往早期的邮票，特别是这些税务邮票。很喜欢她们那些红红的盖章。很高雅。也带有那王室的风味。
这次和大家分享的是小新的邮票。这些都是乔治5世的5元和25分的。全部都是用在“三万”上的。
